Lineart programs beside Photoshop and Adobe programs? Hmm... there's a lot to try, including free programs online. Corel Draw and Manga Workshop are nice and already suggested, but you can also look at ComicWorks and Open Canvas. Feel free to explore and I hope you find the program right for you!
